PTF: "The Fox 5 Investigates team caught dirt-bag traffic agents writing tickets before they were supposed to. Apparently, an error in the system. Their digital hand-held scanners are not synchronized with the official U.S. time. Making it easier for them to write bogus tickets that seem to be legit. And almost impossible to beat."
